Seacliff is the "capital" of the Bay of Rebirth in name only. It’s a city of high ideals and deep decay, built atop vast, shining white cliffs. The city is starkly divided. The "High Town," on the clifftop, is home to the proud, wealthy descendants of the founding Human and Elven families. Here, you'll find sprawling manors, political halls, and the city's self-important merchant council.
Far below, clinging to the cliff base, is the "Low Town"—a cramped, chaotic, and dangerous collection of docks, warehouses, and tenements. The city guard is corrupt, focusing only on protecting the wealth of the High Town, which has led to high brigandage and a simmering, rebellious anger among the dockworkers and the poor. Seacliff is a place of opportunity, but you must constantly watch your back.
