Location: The heart of the Arwonian College campus.
Function: The administrative center of the College (and, in their minds, the Kingdom).
Chancellor: Baron Iccasash Vorrash
The Hall is a marvel of acoustic and spatial magic, designed to amplify the voices of the powerful. It is a massive, cylindrical rotunda.
The Cells: The walls are lined with hexagonal chambers—the private offices of the Council Members. They rise in tiers, looking down on the central floor. Each cell is lavishly decorated to reflect the Speaker's school (e.g., the Evocation cell is constantly lit by smokeless torches; the Illusion cell shifts its decor daily).
The Floor: The center of the room is a polished obsidian debating floor. This is where the Speakers descend to make their arguments.
The Baron's Dais: Suspended slightly above the floor, on a simple platform of floating stone, sits the desk of Baron Chancellor Iccasash Vorrash. It is the only spot in the room that looks down on the floor but can see into every Cell.
The Council of Mages is composed of the Speakers (Heads of Schools) and Ministers (Deans). While they technically only run the university, the Speakers have convinced themselves they are the true nobility of Arwonia. They view King Arwon as a brilliant but absent eccentric, and the "Industrial Barons" (like Volan and Glimmerjaw) as mere laborers.
They dress in robes that cost more than a village. They demand to be addressed as "Your Eminence" or "Grand Magus." They hold hours-long debates about "The Metaphysical Implications of Tax Code 3B," treating curriculum changes like declarations of war.
The Traditionalists (Abjuration/Evocation): Led by haughty High Elves who believe magic should be pure, expensive, and restricted. They constantly complain about the "vulgarity" of the Sky-Trains.
The Progressives (Transmutation/Conjuration): Led by younger, ambitious mages who want more funding for "projects" (schemes).
The Silenced: The Ministers (Deans) sit in the lower honeycomb cells. They are forbidden to speak unless summoned, seething as they watch the Speakers posture.
The Powerhouse: Speaker Yuka Asadon (Chronurgy). She rarely speaks. When she does, the room goes silent. She is the only one who doesn't play the game, which makes the others terrified of her.
Baron Chancellor Iccasash Vorrash sits at his floating desk, sorting through "Rate Sheets" and tax ledgers. He is the audience for their theater.
He does not hate the Council; he finds them hilarious.
Speaker Thalanil (Abjuration) slams his staff on the obsidian floor. "It is an insult! Baroness Glimmerjaw sent the crystals in a mule cart! A mule! For the School of Abjuration! We demand a teleportation circle be established immediately!"
Baron Vorrash doesn't look up from his ledger. "A Teleportation Circle costs 50,000 gold pieces to establish, Speaker. The mule cart costs 4 copper per mile. Unless you wish to deduct the difference from the Abjuration faculty salaries?"
Thalanil sputters, turning purple. "You... you bean-counter! You strangle the Art!"
Vorrash chuckles, a dry, rasping sound. He signs a document. "I strangle the waste, Speaker. The mules stay. Next complaint."
To Vorrash, the Council is a cage of peacocks. He lets them scream, preen, and threaten. Then, he calmly denies their budget requests and approves the ones that actually make money. He is the only person in the room who knows that they are not ruling a kingdom; they are employees of a business, and he is the manager.
