Rusthaven is the "cast-off" town, a lawless, chaotic shantytown built on stilts over a muddy, polluted cove. It is the home of the desperate, the criminal, and the monstrous-raced refugees who were not welcome in any of the other five cities.
This is the "black market" of the Bay of Rebirth. The air smells of rotting fish, cheap ale, and desperation. There is no law, only the brute force of the strongest gang boss or pirate captain who controls the rickety docks. It is a city of thieves, fences, and cutthroats—a place you only go if you are a criminal, or you desperately need to hire one.
