You will smell Port Krell before you see it. A permanent, acrid plume of coal smoke and sulfur rises from the "Forge of the Bay," staining the sky grey. This is a city built for one purpose: industry. Founded by Mountain Dwarves and Rock Gnomes, the city is a masterpiece of grim, industrial efficiency, carved into the iron-rich mountains of a deep, natural harbor.
The clang of a thousand hammers is the city's anthem. Life here is not pleasant, but it is orderly. The city is run by the powerful Smithing, Mining, and Engineering Guilds, who enforce a rigid, Lawful Neutral code. The streets are smoggy, the architecture is heavy and soot-stained, and the populace is a no-nonsense mix of Dwarven smiths and Gnomish engineers. They have no time for adventurers, but they are the only source of masterwork steel in the region.
